. >> there has been an attack on a mosque in afghanistan's southern city of kandahar. it appeared during the service of the brother of hamid karzai, ahmed wali karzai who was assassinated this week. >> i was if this mosque 30 minutes before the explosion took place. the memorial service for ahmed wali karzai was taking place. government officials, people from across the country. security was extremely tight. i was talking to other people when the explosion took place. according to eyewitnesses who were inside the mosque, as soon as the attacker tried to get inside the mosque, he was stopped by security guards, he detonated his explosive vest killing a prominent religious leader and injuring 10 others. doctors at the main hospital have told me they have five dead bodies. the scene here is one of chaos and panic. all the key roads have been closed and in the last 30 minutes or so, there have been visible decreases in traffic. shops have been closed as well. >> some other stories for you. united nation's reports a 15% increase in civilian deaths across afghanistan since last year. the u.n.

services and a surge of combat vets from the iraq and afghanistan wars entering the system, the demand for v.a. health care services has increased dramatically in recent years. this bill provides $58.6 billion for v.a. discretionary funding, $2.3 billion over current funding. the bill also includes $52.5 billion in fy 2013 advanced appropriations for vets' medical care. one of the very few areas in which this bill provides an increase in funding is v.a. medical research, which is $72 million over the budget request to restore funding to the current level. with little room to maneuver on the v.a. side of the ledger, the vast majority of the savings in the bill comes from incrementing or defunding certain military construction projects. the bill provides $13.7 billion for military construction, $1 billion below the request. the milcon reductions in the bill are restricted to the active-duty components. the guard and reserve components, family housing, barrack and other accounts are fully funded at the president's request. every military construction project funded in this bill is authori

to decide on holding a new trial. a suicide bomber in afghanistan killed five people today at a memorial service for ahmed wali karzai-- half-brother of the afghan president. the bomber blew himself up at a kandahar mosque where the service was under way. president karzai was not attending. the attack came as a u.n. report said afghan civilian deaths are up 15 percent from a year ago. officials with the u.n. assistance mission in afghanistan blamed 80% of the killings on insurgents. >> this dramatic growth was mainly due to the use of landmine-like pressure plate, improvised explosive devices or i.e.d.s by the anti-government elements. we at unnama documented 1,462 civilian deaths. >> sreenivasan: nato air strikes -- mainly involving helicopters -- were the leading cause of civilian deaths by international forces. the first american combat forces began leaving afghanistan today as part of a gradual pull-out. army national guard units from iowa boarded a military plane at the bagram airbase terminal. they're among some 1,000 troops set to leave afghanistan this month. last month, presiden

troops home from afghanistan. i do that because i have the privilege to represent the third district of north carolina, the home of camp lejeune marine base, cherry point and seymour johnson air force base. i have been privileged since i didn't serve to have great relationships with active duty and retired marines in the district, and i want to share with this house, mr. speaker, that we continue to support a corrupt leader and a corrupt government. just recently, the half brother of mr. karzai, half brother named wali karzai, was murdered in afghanistan. this only reinforces the fact that afghanistan is in a fragile situation at every level of their government. it is in chaos, quite frankly. just this week i spoke with a marine colonel who's been to afghanistan three times. he was in my office on tuesday, and he shared the same sentiments as the retired marine general who has been advising me for 20 months, and recently i emailed the general and said, please give me your ideas of what mr. obama has proposed in bringing 10,000 of our troops out in july and then another 23,000 in -- n

cut down on fuel in afghanistan and every bit of energy independence protects us from higher energy prices by instability in the east or skyrocketing demand in china. more than 50 universities, venture capital firms and professional societies, the association of american universities, the association of public and land grant universities have signed a letter in support of increasing arpa-e funding. they and i hope that we will provide the funds that arpa-e needs to continue to do the research that will change our world, not today but tomorrow and for decaded to -- decades to come. this amendment offsets the increase with a cut to the department administration account, as many people have noted, the department of energy has a serious management problem, perhaps cutting this account will send a message that a new approach is needed. but this invests in our future. energy is a national security issue, it's an economic imperative, it's a health issue, it's an environmental issue and to invest in this kind of cutting-edge research, in a reinvention of government kind of agency is exactly

billion on katrina. in afghanistan we spend $325 billion -- million a day and in iraq we've spent about $100 million a day. that's almost $1 billion a day. we're talking about $950 -- almost $1 billion in light rail. we can both be right and smart and compassionate if we do the right thing. in our budgeting process we should have an unexpected fund for unforeseen circumstances, we should have learned from katrina. we're looking at probably about $4 billion in term of army corps of engineers. i think our leaderships need to get together and just say that we can do this without fighting among each other, without making each other wrong. because that's wrong. in the eyes of the public, they want us to do the job that needs to get done and have our leadership do that. and so my plea is that we can be fiscally responsible and we can be compassionate and we do that with good planning and good budgeting process, including having contingency funds that should have been there. and so we have an opportunity right now to show the public that we can do all these things and still come out winners fo
